Joint Umuganda in Nyaruguru Strengthens Disaster Preparedness and Supports Vulnerable Families

MINEMA, Plan International Rwanda, Members of Parliament and Nyaruguru District officials join residents of Munini Sector in Umuganda.

The MINEMA, in partnership with Plan International Rwanda, joined residents of Munini Sector in Nyaruguru District on Saturday, 29 November 2025, for a special Umuganda dedicated to strengthening community resilience against disasters. The activity brought together staff from MINEMA and Plan International Rwanda, a delegation of Members of Parliament who spent the week visiting local communities, and the leadership of Nyaruguru District.

During the exercise, participants rehabilitated houses for five vulnerable families; an initiative funded by Plan International Rwanda. The community work also included anti-erosion interventions and sensitization on disaster prevention. The event highlighted the collective spirit and collaboration between government institutions, development partners, and citizens in reducing disaster risks and enhancing preparedness.

Speaking at the event, Permanent Secretary Ngoga Aristarque underscored the shared responsibility in disaster risk management, reminding residents that preventing disasters is a collective commitment. “Every person has a role to play in keeping our communities safe,” he emphasized. “Disaster risk management is everyone’s business. When we work together; citizens, local leaders, and partners, we reduce vulnerabilities and protect lives.”

The Country Director of Plan International Rwanda, Emilie Fernandes, reaffirmed the organization’s commitment to resilience-building nationwide. She stressed the importance of prioritizing preparedness over response, echoing the global theme “Invest in resilience, not disasters.” “When we strengthen community resilience beforehand, we reduce the severity and cost of disasters,” she said. “Preparation is always more effective and sustainable than responding after damage has occurred. That is why we are proud to partner with MINEMA and local authorities in empowering communities.”

Nyaruguru District Mayor, Murwanashyaka Emmanuel, commended the collaboration and used the opportunity to sensitize residents on additional issues that reinforce community well-being and resilience. Beyond disaster risk management, he emphasized the importance of hygiene and sanitation, combating gender-based violence, preventing drug abuse among young people, and promoting unity and reconciliation.

The partnership between MINEMA and Plan International Rwanda stands as a strong example of how coordinated efforts can significantly reduce disaster risks and promote sustainable development. The Ministry reaffirmed that such initiatives remain central to building a Rwanda that is resilient, safe, and well-prepared for any disaster; echoing the national vision of strengthening resilience and safeguarding the well-being of all citizens.
