Minister in Charge of Emergency Management
Before being appointed as the Minister in charge of Emergency Management (MINEMA) on 22 August 2023, Maj Gen (Rtd) Albert Murasira served as the Minister of Defence from 18 October 2018, until 6 June 2023. Before that, from February 2012 until October 2018, he served as the Chief Executive Officer of Zigama Credit and Savings Bank, a licensed cooperative bank, serving the members of the Rwandan Defence Forces.
Mr. NGOGA Aristarque
Permanent Secretary
Mr. Ngoga Aristarque was appointed as the Permanent Secretary of the Ministry in charge of Emergency Management on July 16, 2025. He has 16 years of experience in project coordination, humanitarian work and disaster risk management. He previously served as Advisor to the Minister of Emergency Management (2018–2025), Refugee Technical Advisor (2017–2018), Refugee Camp Manager and held program management roles with NGOs for six years.
Skilled in disaster management, environmental issues and international development, he also has expertise in disaster risk and climate change adaptation policies. Mr. Ngoga holds a Master’s degree in Environment and Development Studies.

ACP Egide MUGWIZA
DG Response and Recovery Operations
ACP Egide MUGWIZA serves also as Coordinator of the National Emergency Command Center. Before being appointed as Director General on 30 January 2023, he served as Commander of the Police Engineering Regiment in Rwanda National Police since 2018. He holds a master’s degree in civil engineering from Gyeongsang National University (GNU) in South Korea, and a master’s degree in Peace Studies and Conflict Transformation, from the University of Rwanda.
NIYOTWAMBAZA Hitimana Christine
DG Surveillance and Preparedness
Niyotwambaza Hitimana Christine holds a BSc in Chemistry and a MSc in Water Resources and Environmental Management from the former National University of Rwanda. She served as a Lecturer at IPRC Kigali from 2011 to 2020. She also led the Directorate of Academic Services (2011–2013) and the Directorate of Research, Development, Consultancy and Production (2013–2018) at IPRC Kigali. In July 2020, she became Deputy Director General of the Rwanda Water Resources Board. She was appointed Director General of Surveillance and Preparedness at MINEMA in January 2023.
RUKEBANUKA Adalbert
DG Policy, Planning and Risk Reduction
Adalbert RUKEBANUKA Holds a Master’s Degree in Business Administration (MBA) And Bachelor’s Degree in Law (LLB) With 17 Years of Working Experience in Administration and Project Management. He served as Kicukiro District Executive Secretary from 2009 up to 2020. In February 2020, He Was Appointed as Kicukiro District Deputy Executive Administrator (DDEA) Before Being Appointed as Director General of Planning, Policy and Risk Reduction Mainstreaming On 30th January 2023.
MUGABE Innocent
SPIU Coordinator
Mr. Innocent Mugabe, a Certified Project Management Professional (PMP®) with a Master’s in Project Management and a Bachelor’s in Electronics and Telecommunication Engineering, has over 10 years of experience in international development, resource mobilization, and strategic partnerships. Currently serving as SPIU Coordinator at the Ministry in Charge of Emergency Management, he leads national programs in emergency management, disaster preparedness, and financing. Previously at the Ministry of Finance and Economic Planning, he spearheaded innovative financing strategies.
