Wednesday, 26 February, 2025 - The Permanent Secretary Philippe Habinshuti participated in a high-level panel discussion on ‘Pathways to Inclusion: Refugee Integration and Empowerment Through FinTech’ at the Inclusive Fintech Forum 2025 in Kigali. The panel, which brought together experts from UNHCR Rwanda, World Vision Rwanda, and other key stakeholders, explored Rwanda’s efforts to leverage FinTech solutions to promote refugee financial inclusion and economic empowerment.
During the discussion, PS Habinshuti highlighted Rwanda’s commitment to ensuring that refugees have access to financial services, enabling them to become economically self-reliant. He emphasized the role of digital banking, mobile payments, and financial literacy programs in empowering refugees and integrating them into the national economy. “With technology and innovation, Rwanda is ensuring that refugees are not left behind in financial systems. Through strategic partnerships, we are creating sustainable solutions that foster economic inclusion,” he said.
Rwanda has actively participated in initiatives that streamline digital ID systems, promote mobile money adoption, and provide access to credit and savings for refugees. These efforts align with the country’s broader vision of socioeconomic inclusion and digital transformation. The discussion at #IFF2025 also provided a platform for sharing best practices and exploring new opportunities to enhance refugee financial inclusion through public-private partnerships and regulatory frameworks.
With over 3,000 participants, including government officials, policymakers, investors, and technology experts, the Inclusive Fintech Forum 2025 served as a global platform to explore how financial technology can drive social and economic inclusion.
