Minister Maj. Gen. (Rtd.) Albert MURASIRA assesses disaster preparedness in Northern and Western Provinces
From March 4 to 7, 2025, the Minister in charge of Emergency Management, Hon. Maj. Gen. (Rtd) Albert Murasira, visited various districts in the Northern and Western Provinces to assess disaster preparedness ahead of the Itumba rain season (March-May) and review the progress of the Contingent Emergency Response Component (CERC) Project.
During his visit, Minister Murasira met with District Disaster Management Committees (DIDIMACs) in Musanze, Nyabihu, Rubavu, Rutsiro, and Karongi Districts. He highlighted the importance of proactive disaster management and emphasized the government’s commitment to strengthening national disaster resilience and ensuring the safety of the population. "Preparedness is key to reducing the impact of disasters. We must continue working together to implement strong preventive measures and provide timely support to affected communities," he stated.
In Musanze and Nyabihu Districts, Minister Murasira engaged with DIDIMACs members to discuss strategies for enhancing disaster response capabilities and minimizing the impact of heavy rains. He urged local officials to closely monitor at-risk areas and expedite efforts to relocate those affected by previous disasters under the CERC Project.
During a meeting in Musanze, the Governor of Northern Province, MUGABOWAGAHUNDE Maurice, reaffirmed the region’s commitment to disaster preparedness, stating, "Our commitment remains firm. We must strengthen our resilience strategies and work closely with communities to minimize disaster risks."
In Rubavu District, Minister Murasira reviewed efforts to assist families affected by recent disasters, including those displaced by cross-border incidents. He stressed the need for effective resource management to ensure the timely completion of housing projects for displaced families.
In Rutsiro District, discussions focused on controlling unauthorized settlements and raising public awareness about disaster prevention, particularly in preparation for the upcoming rainy season. The Minister also emphasized the importance of maintaining lightning protection systems in public spaces to enhance safety.
One of the most memorable moments of the visit occurred in Karongi District, where Minister Murasira met Bucyana Alphonse and Nyirahabufite Cerafine, a family from Bwishyura Sector, Nyarusazi Cell. This family had been evacuated during the May disasters as part of the government’s emergency preparedness efforts. While in an evacuation site, Nyirahabufite gave birth to a baby boy.

In appreciation of the government's support, the family named their son Kagame Adolphe, in honor of His Excellency President Paul Kagame. Bucyana Alphonse expressed his gratitude, saying, "Our President has never abandoned us, even in times of crisis. Thanks to his leadership, my family and many others found safety and a fresh start."
Minister Murasira commended the resilience of disaster-affected families and reassured them of the government’s dedication to rebuilding communities and strengthening disaster preparedness measures.
With the Itumba rain season approaching, the Ministry of Emergency Management encourages all Rwandans to stay informed, take preventive actions, and collaborate with local authorities to enhance disaster preparedness.
