Karongi District Conducts Disaster Simulation Exercise ahead of Forecasted Heavy Rains
The Ministry in charge of Emergency Management (MINEMA), in collaboration with the World Food Programme (WFP) and Karongi District, conducted a disaster simulation exercise aimed at enhancing preparedness and response to natural hazards such as floods and landslides.
The exercise, which took place in Karongi District, brought together members of the District Disaster Management Committee (DIDIMAC) and Sector Disaster Management Committees (SEDIMACs). It tested coordination mechanisms in responding to a simulated scenario of heavy rains and subsequent floods and landslides that caused loss of lives, destruction of infrastructure, and displacement of households in Rubengera, Bwishyura and Rugabano sectors.
The simulation was preceded by training sessions on effective ways of conducting such exercises, ensuring that participants gained practical knowledge in preparedness and emergency coordination. The scenario, drawn from recent assessments, reflected real-life threats faced by Karongi District where, due to heavy rains, flooding blocked major roads, destroyed houses, and put hundreds of families at risk.
Speaking during the exercise, Permanent Secretary Ngoga Aristarque, emphasized the importance of continuous capacity building for disaster committees:
“Through these simulations, we identify our strengths and weaknesses in disaster response. This helps us to refine our strategies, strengthen coordination among actors, and ultimately ensure that no Rwandan is left behind in times of emergency.”
Karongi District Mayor, MUZUNGU Gerald, commended the collaboration and underlined the district’s commitment to disaster risk reduction: “Karongi is highly vulnerable to floods and landslides and this exercise gives us a chance to test our readiness. We are committed to working closely with partners and our communities to enhance resilience and protect lives and property.”
With Rwanda Meteorology Agency forecasting above-average rainfall for some parts of the upcoming season, the rationale for this simulation exercise is to ensure that local disaster management committees and community leaders are fully prepared to respond effectively. By simulating real disaster scenarios ahead of time, Rwanda strengthens its ability to save lives, reduce damages and protect livelihoods when heavy rains strike.
