Rwanda Validates Disaster Risk Financing Strategy to Strengthen Climate Resilience
Rwanda has taken a major step toward enhancing its financial preparedness against climate-related disasters with the validation of the Disaster Risk Financing (DRF) Diagnostic report and Strategy. Developed in collaboration with the Ministry of Finance and Economic Planning and supported by the World Bank and World Food Programme, the strategy aims to ensure that recovery and response mechanisms are well-resourced, timely, and effective.
The strategy introduces practical tools such as contingency funds, insurance schemes, and risk pooling mechanisms. These measures are aligned with international frameworks, including the Global Shield against Climate Risks, the Climate and Disaster Risk Finance and Insurance (CDRFI) agenda, and the Sendai Framework for Disaster Risk Reduction.
During the validation workshop, Permanent Secretary Ngoga Aristarque highlighted the critical role of financial systems in building resilience, saying: "Resilience is built not only through infrastructure, but through financial systems that can absorb shocks. By putting in place mechanisms such as contingency funds, risk-pooling, and insurance, we ensure that our communities, local governments, and national institutions can respond effectively and recover swiftly when disasters strike. Financial preparedness is as crucial as physical preparedness in safeguarding lives and development gains."
Commenting on the strategic importance of the initiative, Minister of State for National Treasury, Mr. Godfrey Kabera, remarked: "This strategy is a critical step forward in safeguarding Rwanda’s development gains. By integrating innovative financing tools, we are not only mitigating the risks of disasters but also ensuring that our communities recover faster and more sustainably."
The validation workshop gathered representatives from government institutions, development partners, and the private sector, all committed to advancing Rwanda’s climate resilience agenda through effective risk financing solutions.
